Strengthening In-home Services Through the Utilization of Service Array in Individualized Case Planning

The Tennessee Department of Children’s Services is committed to creating parity in services so that all children, whether receiving out-of-home care or in-home services, are safe, have stability in their living arrangements, and have needs met to assure their well being. “Strengthening In-Home Services” is building on past and current work focused on out-of-home care to establish an array of in-home services to meet child and family needs, and to train and develop staff skill and knowledge in the process of conducting assessments for use in effective service planning and service delivery.

DCS and its initiative partners, through a collaborative approach, has gathered baseline information that is being used to inform the development of a model of practice tailored to the specific needs of the in-home service population, and that is in alignment with the agency’s broader model of practice.  Engagement of stakeholders and technical assistance providers supported information gathering activities such as a case records review and assessment of service array in two identified pilot sites.  The initiative is moving from an installation phase (collecting and analyzing information and data) to initial implementation in two selected regions as plans are developed for additional regions within the state.
